1.3 Vision Statement <br /> <br />The development of the Vision Statement for the TH 10 corridor has been an evolving <br />process. The overall draft Vision Statement was presented to the study's Policy and <br />Technical Advisory Committees for their review and comment. With their input, the <br />Vision Statement was revised and has guided the development of the application of the <br />vision by subarea. The TH 10 overall vision for the corridor follows. <br /> <br />TRUNK HIGHWAY (TH) 10 INTERREGIONAL CORRIDOR <br />TH 24 to 1-35W <br />(Clear Lake to Mounds View) <br /> <br /> VISION STATEMENT <br />A Focus on Mobility, Safety, Balance, and Partnership <br /> <br />The Vision for the TH 10 Interregional Corridor is to achieve a balance between <br />regional mobility and local circulation. The balance point will be dynamic along the <br />corridor and responsive to interregional connectivity goals and local community <br />needs.' <br /> <br />The Vision is to achieve interregional system goals for speed and safety as well as to <br />improve local circulation. Mobility should be addressed by providing a high quality <br />of traffic flow and better managing access from adjacent land uses with a high <br />priority on safety. Consistency with local land use plans is critical to implementation. <br /> <br />The path from Vision to Reality is dependent on a partnership among all stakeholders <br />to achieve a balanced mobility. Townships, cities, counties, Mn/DOT, other state and <br />local agencies, and the corridor stakeholders will need to plan and work together to <br />achieve intra-city access and intercity mobility. <br /> <br />Subarea workshops were held to enlist the help of the two advisory committees in <br />developing the application of the vision to the subareas.
