She <br /> indicated that the precinct plan proposes two precincts per ward. <br /> <br />The Council reviewed the ward and precinct plans. It was the consensus of the Council to <br />adopt both plans. <br /> <br />COUNCILMEMBER DIETZ MOVED TO ADOPT ORDINANCE 02-03 <br />ESTABLISHING NEW WARD BOUNDARIES FOR THE CITY OF ELK RIVER. <br />COUNCILMEMBER TVEITE SECONDED THE MOTION. THE MOTION <br />CARRIED 5-0. <br /> <br />COUNCILMEMBER DIETZ MOVED TO ADOPT RESOLUTION 02-27 <br />ADOPTING A PRECINCT PLAN FOR THE CITY OF ELK RIVER. <br />COUNCILMEMBER KUESTER SECONDED THE MOTION. THE MOTION <br />CARRIED 5-0. <br /> <br />6. Annual Reports <br /> <br />The 2001 Annual Reports were presented. Each city department was represented by a <br />department head or staff member present. The presentation included a written copy of each <br />annual report, a video presentation of the annual reports and an introduction and conclusion <br />of each department's annual report by the City Administrator. Following the annual report <br />presentation, the Council had the opportunity to question department heads regarding issues <br />of concern and interest. <br /> <br />7.
