Park and Recreation Commission Recommendation On February 10, the Park and Recreation Commission reviewed the plat for park dedication and recommended a fee in lieu of land to satisfy the park dedication requirements. Planning Commission On February 24, 1999, the Planning Commission recommended approval siting staffs memo with the following additional condition: · THAT THERE BE NO OUTSIDE STORAGE OF DONATED ITEMS. Other Planning Commission comments included concerns regarding screening from the proposed Hillside Estates 8th Addition. At the public hearing no one spoke for or against the proposal. Recommendation Staff recommends that the Planning Commission recommend approval of the request by Phoenix Enterprises for the following: A) Preliminary and final plat of approximately 6.62 acres into 2 commercial: lots with the following conditions: THAT DRAINAGE AND UTILITY EASEMENTS BE GRANTED TO THE CITY AS DIRECTED BYTHE CITY ENGINEER, PRIOR TO THE RELEASING THE PLAT FOR RECORDING. PARK DEDICATION BE PAID IN THE AMOUNT REQUIRED BY THE CITY AT THE TIME OF FINAL PLAT AND PRIOR TO THE RELEASING THE PLAT FOR RECORDING. SURFACE WATER MANAGEMENT FEE BE PAID IN THE AMOUNT REQUIRED BY TI-iE CITY AT THE TIME OF FINAL PLAT AND PRIOR TO THE RELEASING THE PLAT F©R RECORDING. A WATER AVAILABILITY CHARGE IN THE AMOUNT OF $300 PER LOT BE PAID TO ELK RIVER MUNICIPAL UTILITIES AT THE TIME OF FINAL PLAT AND PRIOR TO THE RELEASING THE PLAT FOR RECORDING.
