Howard R, Green Qompany <br /> <br />**Item 3.3.** <br /> <br />August 28, 2002 <br />File: 230000M-0325 <br /> <br />Honorable Mayor and City Council <br />City of Elk River <br />13065 Orono Parkway <br />Elk River, MN 55330 <br /> <br />RE: <br /> <br />JOPLIN STREET/ORONO PARKWAY INTERSECTION <br />ALL-WAY STOP SIGN INSTALLATION <br /> <br />Dear Council Members: <br /> <br />As you are aware with the initiation of construction on the Public Safety Building, access to the City <br />Hall/Police Station from the north along Orono Road and Gary Street has been cut off and will remain <br />unavailable after construction is complete. Therefore, all traffic coming to City Hall/Police Station from <br />Trunk Highway 10 or from the west must take Joplin Street to Orono Parkway. This will increase the <br />traffic flowing through that intersection. Also, after the Public Safety Building is completed, there will <br />be additional emergency vehicle tdps generated by the fire department through the intersection. City <br />staff has discussed the situation, and the consensus is that an all-way stop sign installation would be <br />appropriate at the intersection of Joplin Street and Orono Parkway. Currently, only Orono Parkway <br />has a stop condition. <br /> <br />City staff feels that it would be appropriate to install this all-way stop at the intersection as soon as <br />possible so that the traveling public is familiar with the intersection being an all-way stop long before <br />the Public Safety Building is ready for operation. We would recommend that the City Council pass a <br />motion to have City staff install stop signs on Joplin Avenue at the intersection of Orono Parkway, <br />making the intersection an all-stop condition. <br /> <br />If you have any question regarding this issue, please call. <br /> <br />Sincerely, <br /> <br />Howard R.
