City ~ <br /> River <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />FROM: <br /> <br />DATE: <br /> <br />August 26, 2002 <br /> <br />SUBJECT: Facility Use Policy- <br /> <br />Item ~ 5.4. <br /> <br />As expected, the District ~728 School Board adopted a revised Facility Use Policy and <br />Procedures plan on August 13, 2002. One of the ma/n changes in the Facility Use Policy is <br />that any entity charging the school rent will in nam be charged rent by the school for use of <br />their facilities. As previously discussed with the City Council, this revised policy has an <br />impact on the city as the Lions Park Center Use Policy calls for the school, county, citizens, <br />non-profit associations, etc. to pay rent when using Lions Park Center. In fact, the Lion's <br />Club, which financed the majority of the construction of the facility, pays rent for an office <br />at the facility and pays for each function they hold at the facility. The obvious intent for this <br />rent is to help cover operating expenses. <br /> <br />Recreational Manger, Michele Bergh, has analyzed the impact of the Facility Use Policy <br />changes as it related to increased fees for recreational programs held at the schools. The <br />school previously charged the recreational programs a fee for building supervision and <br />janitorial services, but not rent. According to her analysis, a number of the program <br />offerings will no longer be financially reasonable for the participants. <br /> <br />In order to continue offering the same menu of recreation programs, it is recommended that <br />the City amend its Lions Park Center (LPC) Policy and exempt the School District from <br />paying rent. The Lion's Club provided input to the City when it established it's current LPC <br />Policy and I anticipate that the Club will understand the political realities necessitating this <br />policy change. <br /> <br />Likewise, so that we don't run into a future problem with the School District, it is <br />recommended that the School District not be charged a fee for using the City parks and park <br />shekers; although they will still be required to reserve the facility if they want to assure its <br />availability. There are some costs associated with use of both the parks and the shelters, but <br />it is not a significant amount. <br /> <br /> <br />
