Memo to the Mayor and City Council
ATV and Snowmobile Regulations
Page 5

The request by the Club to allow sledding on the streets returns the City to the point of
beginning as to why the ordinance is being revised in the first place, snowmobilers will not
ride on the street, they will be in front yards, on private property, or any other location
where the snow is "fresh". In regards to the second point, staff and the Commission have
no opposition to reducing the lot size, but want to make it clear that recreational riding on
private lots is not welcome in neighborhoods where the lot sizes are 14,000 sqft or smaller.

Recommendation

Staff and the Park and Recreation Commission would like direction from the City Council
on the following issues:

io
B.
C.
D.

Eo

The extent of the regulation of ATV use as outlined above.
The level of support for a cross-city link for snowmobile use as outlined above.
Restrictions of riding on private property as outlined above.
Which area to limit the most restrictive snowmobile use to; south of County
Road 33 or the Urban Service District.
Concurrence with the above implementation process.
