City Council ~viinutes Page 4 <br />August 19, 2002 <br /> <br /> The level of sup~ort for a ~oss-~t~ link for snowmobiles as outlined in the staff rq?ort. <br /> <br /> Councilmember Motin stated that he would like to see a cross-city snowmobile link but feels <br /> the city also needs to take safety into consideration. He is concerned about accidents along <br /> the railroad tracks. <br /> <br />Greg Stromen, River City Member - Stated that Zimmerman allows snowmobiles access to <br />RJ's (located downtown) and Bramerd has numerous alleyways in town that are used by <br />snowmobiles. <br /> <br />Councilmember Kuester is concerned with allowing residents to access trails from their <br />homes. She felt it would be difficult to differentiate residents from non-residents and too <br />difficult to enforce. <br /> <br />Councilmember Tveite is concerned about the visibility and congestion along the Jackson <br />and Main Street portion of the proposed trail. <br /> <br />Dawn Polson-Hork, Park and Recreation Commission - Stated that the Commission was <br />concerned about safety along the Jackson Street and Proctor Avenue areas. <br /> <br />Mayor Klinzing stated that she would like to see a cross-city trail link established but felt <br />that this would be difficult due to numerous safety concerns. <br /> <br />The consensus was to allow the link, but evaluate it at the end of the season. <br /> <br />Restrictions qf ridi~ on private p~t;e~ as outlined in the staff report. <br /> <br />Councilmember Dietz stated that the restriction regarding no riding, except on platted lots <br />greater than 2.5 acres may be too large and the .5 acres requirement should be greater. <br /> <br />W/hich area to limit the most restrictive snowmobile use to; south to Coun~ Road 33 or the Urban Service <br />District (USD ). <br /> <br />Councilmember Tveite stated that the USD was [-me except that the map boundaries were <br />too jagged and could be hard for people to follow. <br /> <br />Councilmember Kuester questioned why the map was different for ATV's and <br />snowmobiles. <br /> <br />Park and Recreation Commissioner Dave Anderson stated that the maps for ATV's and <br />snowmobiles could be similar to make it less confusing for riders. <br /> <br />It was the consensus of the Council that the map be the same for ATV's and snowmobiles. <br /> <br />Concurrence with the i~plementation process outlined in the staff rqo~ ort. <br /> <br />Councilmember Kuester stated that the implementation process was a good idea for creating <br />rider awareness of the ordinance changes in the City of Elk River. <br /> <br />Councilmember Dietz thanked the Park and Recreation Commission and the River City <br />Snow Riders for the time and effort that they put in on this project. <br /> <br /> <br />
