Personnel /tddi#ons: Staff Reorganigation <br />July 15, 2002 <br /> <br />Page 6 of 6 <br /> <br />A public services director and a park and recreation director are logical next steps in our <br />organizational evolution. These two positions are needed to support the growing <br />departments they would be supervising. These type of changes are very typical as a city <br />grows. I strongly support both the park and recreation director position and the public <br />services director position (plus the engineering department) and the subsequent <br />reorganization of the city's departments as a way of providing better services to the public <br />and to the department heads. <br /> <br />CONCLUSION <br />The purpose of this memo is to bring forward some personnel issues that the Council will <br />need to look at in the 2003 budget. I need the Council to consider whether or not an <br />engineering department should be established, and if so, when. Also, I need the Council to <br />provide some feedback on the reorganization recommendation to establish a public services <br />director/engineer position with the understanding that the engineering responsibility would <br />fall to an assistant city engineer within a few years. I also need to make the Council aware <br />that the engineering department and a public services director position is fighting for the <br />same dollars as a park and recreation director and staff for a park and recreation department. <br />This is a priority decision that needs to be made by the City Council.
