Two of the important issues related to the <br />proposed store are whether or not the City can afford the construction project/debt and will <br />the store make money without impacting sales at Northbound. The short answer is "yes" we <br />can afford some type of new store in 2004, but the answer on "profit" is less certain. <br /> <br />Without picking apart the Dakota Worldwide study, I think that there are some issues that <br />need to be reviewed. Certainly Dakota Worldwide is the expert and we have to rely on their <br />information but I was surprised at the market area that was evaluated, the lack of emphasis on <br />Highway 10 traffic, and the analysis done at Northbound as it relates to customers generated <br />by pass through traffic on 169. <br /> <br />This item is on the City Council agenda for discussion independent of the other CIP-budget <br />issues that will be presented on August 12, 2002, as this issue may generate a lot of discussion. <br />Also, a Westbound Liquor store would be funded with liquor store funds and in this regard, is <br />unlike various street projects that are in competition for the same funds or unlike various <br />equipment items which are in competition for equipment certificates or reserve funds. <br /> <br />s:\council\pat\westboundstudy, doc <br /> <br /> <br />
