MEMORANDUM <br /> <br />TO: <br /> <br />Mayor and City Council <br /> <br />FROM: <br /> <br />Gary Leirmoe, Chief Operator VV~VTP <br /> <br />DATE: July I S, 2002 <br /> <br />SUBJECT: Sewer Backup at 374 Baldwin <br /> <br />I received a call at 8 a.m. on May 29, 2002, regarding a sewage backup at 374 Baldwin from <br />Mr. Ross Bengston. Mr. Bengston informed me that this had been going on since 5 p.m. on <br />May 28, 2002. He also informed me that he had called the Wastewater Treatment Plant and <br />got the voice message twice and hung up before the message told him the number to call. I <br />arrived at his home at 8:30 a.m. May 29 and found that there was a backup. Chris Clark and I <br />opened the manhole behind 374 Baldwin and found the main to be plugged there. The <br />manhole was accessed through the easement between Baldwin and Line Avenue. The <br />obstruction was cleared and the main flow was normal by 9:30 a.m. <br /> <br />Mr. Bengston told me that he had damage in his basement. I looked at the basement with Mr. <br />Bengston and noted the damage. I informed Mr. Bengston that the City of Elk River does <br />have insurance and that I would report the damage to the insurance company. <br /> <br />On May 30, 2002, I returned to Mr. Bengston's residence and took pictures of the damage and <br />filled out the sewer backup report. Mr. Bengston asked me again if the City of Elk River <br />would pay for his damages and I informed him again that I had turned in the report to the <br />insurance company and that was all I could do. Chris Clark was present on May 29, 2002, <br />when we first spoke with Mr. Bengston and does agree with what I have stated. <br /> <br />s:\council\wwtp\bengstonbackup.doc <br /> <br /> <br />
