Planning Commission Minutes <br />November 14, 2006 <br />Page 9 <br />Mr. Barnhart asked the Commission if additional work is needed on the plat, such as density, <br />traffic, negotiation of benefits, or any other issues that staff could help address. He stated <br />that the developer would like a recommendation either for or against the project so that it <br />can move forward to the City Council. Mr. Barnhart also asked that the Planning <br />Commission advise staff if there was anything different they could do, before a plat reaches <br />this level. <br />Commissioner Offerman stated that he felt there were significant issues and he would <br />support working through them. Commissioner Stevens stated that the developer was aware <br />of their concerns at the workshop level regarding issues such as trails and traffic. <br />Commissioner Scott stated that during the Comprehensive Plan review, it was discussed <br />whether or not this parcel should be included in the Urban Service Area and it was decided <br />not to include it. Commissioner Westgaard stated he did not feel there was anything new, <br />and that they talked at great length about this issues and they are still tallying about them. <br />Commissioner Ropp stated that he also concurred with the other Commissioners concerns <br />regarding density, traffic, not enough benefits, lack of trails, and that there are just too many <br />homes proposed. <br />Commissioner Anderson stated that these are the same issues discussed during the <br />Comprehensive Plan review. He asked how there could be a transition between the Anoka <br />County/Burns Township residents with urban lots. He felt the density issue was similar to <br />the issues raised during the townhomes discussion and that the issues were the same -too <br />dense of development so far from the City's "core". He stated he understood that the <br />"carrot" of a new school and the wetland credits are significant. He stated he felt the same <br />as the residents who spoke and that he was not convinced that the property should be in the <br />Urban Service Area. He felt that the zoning should be closer to the Rld lot sizes and that <br />there should be as abrupt a change between this property and the Burns Township <br />properties. He stated he was also not in favor of the plan. <br />Chair Lemke stated that when this property was discussed during the Comprehensive Plan <br />update, they were in agreement it should not be in the Urban Service Area. He stated that <br />he was shocked when he first saw this plat and did not feel the lots should be so small and <br />also felt it was too dense. He stated that he did not necessarily feel the zoning of this city <br />should be controlled by another entity, and that this was not the case with the West Oaks <br />plat, which was adjacent to Big Lake Township. <br />MOTION BY COMMISSIONER STEVENS TO TABLE THE REQUESTS BY <br />EDWARD DULAK FOR A LAND USE AMENDMENT, REZONING, <br />CONDITIONAL USE PERMIT AND PRELIMINARY PLAT TO THE <br />DECEMBER PLANNING COMISSION MEETING. <br />Mr. Abel requested that the Planning Commission either recommend approval or denial of <br />their requests. <br />THE MOTION FAILED. <br />Commissioner Stevens stated that tabling the requests could allow some time to reconcile <br />with the developer and provide staff time to negotiate, while still allowing the developer to <br />move forward in the spring. <br />Commissioner Offerman stated he would be willing to work through the issues, but that he <br />felt it was best to recommend denial, if that is the wish of the developer. <br />
