MEETING OF THE ELK RIVER PLANNING COMMISSION <br />HELD AT ELK RIVER CITY HALL <br />TUESDAY, APRIL I I, 2006 <br />Members Present: Chair Lemke, Anderson, O$erman, Ropp, Scott, Stevens, and Westgaard <br />Members Absent: None <br />Staff Present: Community Development Director Scott Clark, Senior Planner Scott <br />Harlicker, Planner Chris Leeseberg, City Engineer Terry Maurer, <br />Environmental Administrator Rebecca Haug, and Recording Secretary Tina <br />Allard <br />1. Call Meeting To Order <br />Pursuant to due call and notice thereof, the meeting of the Elk River Planning Commission <br />was called to order at 6:40 p.m. by Chair Lemke. <br />2. Consider 4/11/06 Planning Commission Agenda <br />Chair Lemke stated Item 5.8. (regarding the wetland buffer) was removed from the agenda. <br />MOVED BY COMMISSIONER OFFERMAN AND SECONDED BY <br />COMMISSIONER STEVENS TO APPROVE THE APRIL 11, 2006 PLANNING <br />COMMISSION AGENDA AS AMENDED. MOTION CARRIED 7-0. <br />3.1. Consider 3/14/06 Planning Commission Minutes <br />MOVED BY COMMISSIONER WESTGAARD AND SECONDED BY <br />COMMISSIONER OFFERMAN TO APPROVE THE MARCH 14, 2006 <br />MINUTES. MOTION CARRIED 7-0. <br />3.2. Consider 3/28/06 ~ecial Meeting Minutes <br />MOVED BY COMMISSIONER WESTGAARD AND SECONDED BY <br />COMMISSIONER OFFERMAN TO APPROVE THE MARCH 28, 2006 SPECIAL <br />MEETING MINUTES. MOTION CARRIED 7-0. <br />Planning Commission Representative to Attend City Council Meeting <br />Commissioner Westgaard will attend the April 17, 2006 City Council meeting. <br />5.1. Request by Midwest Asphalt for Conditional Use Permit for Mineral Extraction, Public <br />Hearing-Case No. CU 06-04 <br />Ms. Haug stated the applicant has been operating on an expired conditional use permit and <br />is requesting a conditional use permit for extraction of sand and gravel. She reviewed the <br />comments of the city's environmental consultant, fire inspector, and of Great River Energy <br />(GRE). <br />
