Item# 5.3 <br />of <br />~i'V^ <br />aver <br />MEMORANDUM <br />TO: Planning Commission <br />FROM: Sheila Cartney, Senior Planner ~ <br />DATE: February 7, 2008 <br />SUBJECT: Waconia/Elk River Farm Supply <br />At the January 8, 2008 Planning Commission the Planning Commission recommended <br />approval of the CUP request for Waconia Farm Supply to offer Budget rental trucks. The <br />City Council reviewed this request at their January 22, 2008 meeting, at this meeting there <br />were several comments and questions raised by the public. At this meeting the Council <br />continued this item to the February 19, 2008 meeting. At the February 4, 2008 Council <br />meeting the Council remanded this item back to the Planning Commission for comments on <br />new information the applicant provided and to give the Planning Commission an <br />opportunity to comment on the public testimony heard at the Council meeting. <br />Based on public comments the Council gave the applicant direction to address the right-of- <br />way issue, explore the possibility of having fewer trucks, revise the parking storage area, <br />provide a survey and explore the possibility of storing the trucks on the east side of the <br />property. <br />At the meeting it was unclear as to where the right-of--way was located and if the trucks <br />would be parked on the applicant's property. The survey is attached and indicates the <br />property lines. The right-of--way of Highway 10 abuts the warehouse building. The storage <br />garage is only a few feet from the rear property line. <br />The applicant would still like to be able to have up to four trucks for storage on the lot, he <br />does not anticipate having all four on the lot at the same time. The applicant plans to <br />remove the fence on the north side of the garage to allow for more storage area and has <br />room to store one truck on the east side. He plans to park a small truck in front of the <br />garage, there appears to be enough room for one small truck. <br />The Planning Commission should review this proposal and make comments on the new <br />information. This meeting is not a public hearing. <br />
