00 <br />LEAGUE of <br />MINNESOTA <br />CITIES <br />January 31, 2008 <br />CONNECTING & INNOVATING <br />SINCE 1913 <br />MEMORANDUM <br />TO: City Engineers Association of Minnesota (CEAM) Members <br />FROM: Anne Finn, Assistant Intergovernmental Relations Director~'ti <br />SUBJECT: Street Improvement District Authority Legislation <br />Attached please find a draft of legislation that would authorize cities to establish street <br />improvement districts. The bill would allow cities to collect fees from property owners within a <br />district to fund municipal street maintenance, construction, reconstruction and facility upgrades. <br />This draft is currently being jacketed for introduction, and the League of Minnesota Cities (LMC) <br />is in the process of securing authors. The LMC is hoping to have the bill introduced during the <br />first week of the 2008 Legislative Session, which begins on February 12. The bill will be assigned <br />House file and Senate file numbers upon introduction. <br />The potential for this initiative to be successful will depend upon our ability to build early support <br />among legislators. In the coming days, the League will work to produce a handout that summarizes <br />the bill and lists the advantages of this funding tool. In the mean time, I encourage you to educate <br />city officials, legislators and other stakeholders about the street improvement district concept.
