City Council Minutes <br />January 7, 2008 <br />Page 3 <br />• MOVED BY COUNCILMEMBER MOTIN AND SECONDED BY <br />COUNCILMEMBER FARBER TO APPROVE AN ONSALE AND SUNDAY <br />LIQUOR LICENSE TO APPLEBEE'S RESTAURANTS NORTH, LLC D/B/A <br />APPLEBEE'S NEIGHBORHOOD GRILL & BAR, VALID TO JUNE 30, 2008. <br />MOTION CARRIED 4=0. <br />5.3. Authorize Hiring Process far Energy Cit~oordinatox <br />Ms. Haug presented the staff report. <br />Councilmembex Faxbex expressed concerns with the bachelor's degree qualifications far a <br />pazt-time position. <br />Ms. Haug stated staff hopes the position will become full-time after a few yeazs. <br />Mayor Klinzing stated the position desription states the applicant could have three years of <br />energy or environmental experience if they don't have the degree. <br />Councilmember Motin requested to change Section 2D in the position description to <br />"Assist with establishing energy alternative and city-wide conservation programs." <br />MOVED BY COUNCILMEMBER FARBER AND SECONDED BY <br />COUNCILMEMBER MOTIN TO APPROVE THE PAY AND POSITION <br />DESCRIPTION WITH THE CHANGE NOTED ABOVE FOR THE ENERGY <br />CITY COORDINATOR AND FOR STAFF TO INITIATE THE HIRING <br />• PROCESS. MOTION CARRIED 4-0. <br />5.4. Consider Ice Resurfacex Bids <br />Mx. Czech and Mr. Simon presented the staff report. Mx. Simon stated the actual amount of <br />the bid came in 9% Mgher than budgeted, excluding the trade-in value. He stated the trade- <br />in value fox the xesuxfacex is $8,500, which reduced the difference to less than 1%. He noted <br />the city would transfer the funds for the acrual amount of the resurfacer when it becomes <br />due. <br />Mx. Potvin stated the municipal liquor operation is in business fox two reasons: to control <br />the sales of alcohol; and to generate income for the cotnmunity. He stated the fund transfer <br />is a great example of why the liquor operation is in business. <br />Mayor Klinzing stated it is a plus to use liquor funds for these types of purchases. <br />Councilxnembex Motin questioned if the city could get more than trade-in value if it sold the <br />equipment itself. <br />Mr. Czech stated the city has time to see if they can sell this equipment. <br />MOVED BY COUNCILMEMBER FARBER AND SECONDED BY <br />COUNCILMEMBER ZERWAS TO APPROVE THE PURCHASE OF AN ICE <br />RESURFACER FROM ZAMBONI COMPANY IN AN AMOUNT NOT TO <br />EXCEED $109,085.16 AND TO ADOPT RESOLUTION 08-04 AUTHORIZING A <br />• TRANSFER FROM THE MUNICIPAL LIQUOR FUND TO THE ICE ARENA <br />SPECIAL REVENUE FUND. MOTION CARRIED 4-0. <br />
