City of Elk -~-~ River MEMORANDUM TO: Economic Development Authority FROM: Jeremy Barnhart, Planning Manager DATE: December 10, 2007 SUBJECT: Gateway Business Park update At the November EDA meeting, staff received tentative direction to postpone the platting process of Gateway until the EECHCC application becomes more concrete. Since the November EDA meeting, staff has not received any of the requested information from the EECHCC representatives. Without this information staff cannot accurately recommend a plat layout, delaying the preparation of plat documents, putting the June 1ti~ groundbreaking goal in real jeopardy. Anticipating the steps necessary for plat and CUP approval, staff has prepared an updated schedule, anticipating a July 1 construction start for the conference center, and a June 1 start for grading. In this scenario, EECHCC and plat improvements would occur simultaneously. It is important to understand that a Certificate of Occupancy could not be issued until appropriate street and utility improvements are completed. A timeline is attached, although some flexibility will likely be necessary as the project moves forward. The Commission will note that staff has incorporated a substantial period of time for the review and refinement of the project itself; due to its complexity (restaurant, hotel, conference center, entertainment, etc,) and the thus far limited information staff has received, it is prudent to be conservative with the time projections, although these timelines may be reduced on the applicant's end as further details are provided.
