MEETING OF THE ELK RIVER PLANNING COMMISSION HELD AT ELK RIVER CITY HALL TUESDAY, JANUARY 9, 2007 Members Present: Chair Lemke, Commissioners Anderson, Offerman, Ropp, Scott, Stevens and Westgaard Members Absent: None Staff Present: Jeremy Barnhart, Planning Manger; Sheila Cartney, Senior Planner; Chris Leeseberg, Planner; Terry Maurer, City Engineer; Debbie Huebner, Recording Secretary Call Meeting To Order Pursuant to due call and notice thereof, the meeting of the Elk River Planning Commission was called to order at 6:38 p.m. by Chair Lemke. 2. Consider 1/9/07 Planning Commission Agenda MOVED BY COMMISSIONER STEVENS AND SECONDED BY COMMISSIONER WESTGAARD TO APPROVE THE JANUARY 9, 2007 PLANNING COMMISSION AGENDA WITH THE FOLLOWING ADDITION: ADD ITEM 6.3 -UPDATE ON DOWNTOWN REDEVELOPMENT TASKFORCE MOTION CARRIED 7-0. 3. Consider 12/12/06 Planning Commission Minutes The December 12, 2006 Planning Commission Minutes will be considered at the February 13, 2007 Planning Commission meeting. 4. Planning Commission Representative to Attend January 16, 2007 City Council Meeting Commissioner Westgaard will attend the Tuesday, January 16, 2007 City Council meeting, in place of Chair Lemke. 5.1. Request by 7040 Lakeland Partners for Conditional Use Permit for Elk Ridge Center Phase 4 ~Aldi, Inc.), Public Hearing -Case No. CU 06-27 Planner Chris Leeseberg provided background information regarding the request, excerpts of permitted uses from the PUD agreement, and reviewed the December 12, 2006 action by the Planning Commission to table the request. He noted that the Planning Commission felt more design elements needed to be included, and improvement to the pedestrian scape. Mr. Leeseberg reviewed the changes in the design proposed by the developer. He explained that in the staff report to the Commission, staff recommended tabling the item a second time. However, since reviewing the most recent design revisions, which include fabric awnings,
