MEETING OF THE ELK RIVER BOARD OF ADJUSTMENTS <br />HELD AT ELK RIVER CITY HALL <br />TUESDAY, JUNE 12, 2007 <br />hers Present: Chair Stevens, Commissioners Austad, Lemke, Scott and Westgaard <br />bers Absent: Commissioners Anderson and Staul <br />Present: Planning Manager Jeremy Barnhart, Senior Planner Sheila Cartney, Planner <br />Chris Leeseberg, Environmental Administrator Rebecca Haug, Recording <br />Secretary Debbie Huebner <br />Call Meeting To Order <br />Pursuant to due call and notice thereof, the meeting of the Elk River Board of Adjustments <br />was called to order at 6:30 p.m. by Chair Stevens. <br />2. Consider June 12. 2007 Board of Adjustments Agenda <br />MOVED BY COMMISSIONER LEMKEAND SECONDED BY <br />COMMISSIONER SCOTT TO APPROVE THE JUNE 12, 2007 BOARD OF <br />ADJUSTMENTS AGENDA. MOTION CARRIED 5-0. <br />Consider May 8; 2007 Board of Adjustments Minutes <br />MOVED BY COMMISSIONER LEMKE AND SECONDED BY <br />COMMISSIONER AUSTAD TO APPROVE THE MAY 8, 2007, BOARD OF <br />ADJUSTMENTS MINUTES. MOTION CARRIED 5-0. <br />4. Request b~Jeff Bickman for Setback Variance. Case No. V 07-04 -Public Hearing <br />Jeff Bickman requests a 15-foot front yard setback variance in order to build an attached <br />garage. Mr. Leeseberg stated that the proposed garage would not encroach into the setback <br />any more than the existing garage/carport already does. He noted that the existing garage <br />does not meet the city's requirement of having a garage at least 440 square foot in size. The <br />applicant also needs a variance for the amount of impervious surface being proposed. Mr. <br />Leeseberg noted that the existing shed will be removed. He reviewed the five criteria that <br />must be met in order to grant a variance and that staff recommends approval of the request. <br />Chair Stevens asked where the rain garden would be located, which was recommended by <br />Ms. Haug. Mr. Leeseberg stated that it would be located toward the street. Ms. Haug stated <br />that the rain garden will help the whole area by taking the excess runoff from the street as <br />well, She stated it would be an enhancement to the neighborhood. <br />Chair Stevens opened the public hearing. There being no public comment, Chair Stevens <br />closed the public hearing. <br />MOTION BY COMMISSIONER LEMKE AND SECONDED BY <br />COMMISSIONER SCOTT TO APPROVE THE REQUEST FOR VARIANCES <br />BY JEFF BICKMAN, CASE NO. V 07-04, WITH the FOLLOWING <br />CONDITIONS: <br />
