• B, however, Parcel A at this time is vacant. Parcel A will have access onto <br />217th Avenue, which is a county road. The Sherburne County Engineer's <br />office has been notified of this request and they do require an additional 17 <br />feet of right-of--way along 217th Avenue and County Road 32. <br />Natural Features <br />The 6.1 acre parcel (Parcel A) has a wetland located on the west half of the <br />parcel. Please note the attached site plan for the wetland area. There <br />appears to be adequate room to construct a house and show two septic <br />locations without impacting the wetland. However, in an effort to protect this <br />wetland, staff is recommending that a drainage and utility easement be <br />applied over the wetland area to protect this site and send a clear message to <br />future owners of the property that a wetland or unusable area is present. <br />Both Parcel A and Parcel B are, for the most part, open with very few trees <br />associated with either parcel. Therefore, a tree protection plan is not <br />necessary with this proposal. <br />Park Dedication <br />The Park and Recreation Commission reviewed this proposal at their May <br />10, 1995 meeting and recommended a cash payment of $500 be added as a <br />• condition of approval. This park dedication will be applied to the new parcel <br />being created. <br />Surface Water Management Impact Fee <br />In order to remain consistent with past administrative subdivision requests, <br />the surface water management impact fee of $61.80 for parcels without city <br />services should also be a condition of approval. <br />Recommendation <br />Staff recommends that the City Council approve the administrative <br />subdivision request by Joyce Mickelson to divide a 43.63 acre parcel into a <br />6.1 acre parcel and a 37.45 acre parcel, with the following conditions: <br />1. A drainage and utility easement be granted to the City over the <br />existing wetland on Parcel A and B. <br />2. Payment of park dedication fees in the amount of $500 be paid to the <br />City prior to recording. <br />• <br />s:council:as95-04 <br />
