THE CITY MUST RECOGNIZE THAT ANY DECISIONS TO REZONE <br />OUTLOT "A" TO COMMERCIAL ADVERSELY AFFECTS THE ENTIRE <br />SURROUNDING RESIDENTIAL t1REA ON BOTH.SIDES OF HWY 169.. <br />THIS INCLUDES BRENTWOOD, RIDGEWOOD EAST, AND .THE ENTIRE <br />AREA DIRECTLY .ACROSS HWY 169'. <br />8. .THE BEAUTY, U1v~IQUINESS, INTEGRETI', AND ASTHETIC VALUE OF <br />THE RESIDENTIAL AREAS SURROUNDING OUTLOT "A" MUST BE <br />PRESERVED. CAREFUL PLANNING WAS EXERCISED TO OPTIriIZE <br />THE UNIQUE ROLLING AND WOODED CHARACTER OF BRENTWOOD AND <br />RIDGEWOOD EAST. OUTLOT "A" T~ PAR.T OF BR NTWOOD. IT IS <br />NOT A SEPARATE PARCEL OR SEPARATE ISSUE. IS IT WISE TO <br />IGNORE THOSE ORIGINAL PLANNING AND DEVELOPMENT DECISIONS <br />TO NOW INTRODUCE A BLIGHT TO THIS AREA IN THE FORM OF A <br />COAIATERCIAL DEVELOPMENT, REGARDLESS OF SIZE. OUTLOT "A" <br />WAS PLANNF'D AND ZONED FOR RESIDENTIAL AND IT MUST REMAIN <br />RESIDENTIAL.` <br />9. IT TAKES NATURE FROM 100 YEARS OR MORE TO DEVELOP A <br />WOODED AREA OF OAKS AND MAPLES, AND NATURE DOES INDEED DO <br />A BEAUTIFUL JOB. IT IS THE CITY COUNCILS RESPONSIBILITY <br />TO PRESERVE THOSE TREES. IT~TAKES A DEVELOPER <br />"(EXPLOITER) ONLY ONE DAY TO DESTROY WHAT TOOK NATURE 100 <br />YEARS TQ ACCOMPLISH. IF OUTLOT "A" WERE REZONED <br />COMMERCIAL, THEN THE WOODED AREA ACROSS HWY 169 WOULD <br />ALSO BE ZONED COMMERCIAL, AND THE i~1ASS DESTRUCTION WOULD <br />BEGIN. CAN ANYONE LOGICALLY ARGUE TO REDUCE THESE WOOIJED <br />RESIDENTIAL HOME SITES TO ASPHALT AND CONCRETE, MERELY <br />.FOR TIIE SAKE OF SPOT ZONING COMMERCIAL DEVELOPMENT? <br />YOU WOULD AGREE THAT LT Iv1AKES MORE SENSE TO EXPAND <br />COMMERCIAL ZONING TO OPEN FARM LAND ALONG ITWY 10 BOTH <br />EAST AND t9EST OF TOWI`F, RATTIER THAN DESTROY, FOREVER, THE <br />WOODED AREA NORTH ALONG IIWY 169. <br />10. OUTLOT "A" IS NOT SUITED TO COI`iMEI2CIAL DEVELOPMENT. <br />197th ST. WAS NOT DESIGNED FOR COMMERCIAL TRAFFIC; <br />IRVING ST tJAS NOT DESIGNED FOR COMMERCIAL TRAFFIC; <br />HOLT ST WAS NOT DESIGNED FOR COtwIMERCIAL TRAFFIC; NOR WERE <br />ANY O`T'HER S`PREETS IN BRENTWOOD OR RIDGEWOOD EAST DESIGNED <br />FOR COMIviERCIAL TRAFFIC. YET, THESE RESIDENTIAL STREETS <br />WOULD BE USED BY ANYONE ATTEMPTING TO ACCESS A COMMERCIAL <br />OUTLOT "A". COUNTY RD 33, PROCTOR RD, HIGHLAND, LOWELL, <br />HOLT, 19~ith, 198th, COUNTY RD 1, SCHOOL ST, JACKSON ST, <br />---ALL WOULD BE AFFECTED BY TRAFFIC TRYING TO GAIN ACCESS <br />TO THIS AREA. THIS AFFECTS ALL RESIDENTS OF ELK RIVER, <br />NOT JUST TITE FEW RESIDENTS WHO BORDER OUTLOT "A". <br />11. COMMERCIAL ZONING MEANS BIG SEMI-TRAILERS AND TRUCKS. <br />THE GEOGRAPHY, THE LAYOU'1', THE ROADS, THE ACCESSIBILITY <br />OF OUTLOT "A" ARE NOT CONDUCIVE TO HEAVY AND FREQUENT <br />TRUCIL TRAFFIC. MAJOR CfIANGES AND CONSTRUCTION WOULD BE <br />REQUIRED TO GAIN ENTRY TO TIIE OUTLOT THAT WOULD ADVERSELY <br />AFFECT EVERY RESIDENT BORDERING THE OUTLOT. OUR CONCERNS <br />MUST BE CONSIDERED. SAFETY BECOMES A PRIMARY ISSUE. <br />r <br />
