• Analysis <br />The proposed Hillside Estates 4th Addition is, for the most part, consistent <br />with the preliminary plat approved by the City Council. The 4th Addition is <br />generally located north of 193rd along Auburn Street extending north to the <br />City's water tower site. <br />There are three outlots identified in the final plat: <br />• Outlot A -This outlot is the location of the City's water tower and will be <br />deeded to the City upon recording the final plat. <br />• Outlot B and Outlot C -These two outlots provide for future extension of <br />proposed roads, as well as the platting of two additional residential lots. <br />These outlots are consistent with the preliminary plat. <br />Lot 5. Block 3 <br />As mentioned in staff's memo to the City Council dated July 18, 1994, several <br />lots were identified throughout the preliminary plat which presented some <br />concern based on either their shallow depth or substandard lot width. Lot 5 <br />of Block 3 in the proposed final plat happens to be one of the lots identified <br />that will have a lot width less than the minimum Rlc standards. This <br />particular lot will eventually be a corner lot when Outlot C is replatted; <br />therefore, the minimum lot width should be 100 feet. Since Lot 5 is located <br />along a curve in the street, the actual lot width would be determined at the <br />30 foot front yard building setback. Currently, the lot width at the required <br />setback is 90 feet, 10 feet less than the 100 foot requirement for Rlc <br />developments. However, the planned unit development zoning designation <br />allows for some flexibility to the rigid design standards found in a traditional <br />zoning district. This flexibility is at the Council's discretion in approving the <br />final plat. <br />Street and Utility Improvements <br />Some of the street and utility improvements have already been completed by <br />the developer to serve the 4th addition. Construction of the water tower in <br />the Hillside area provided an "opportunity" for the developer to make <br />additional improvements along Auburn Street. Although it is not "common" <br />practice to complete improvements prior to final plat approval, the developer <br />in this case was willing to make those improvements at their own risk. The <br />remaining improvements will be secured and covered under a developers <br />agreement. <br />C7 <br />s:counci1:P94-6 <br />
