Memo to Mayor and City Council Page 2 <br />Ordinance Amendment OA 94-4 <br />February 27, 1995 <br />- -- - - ----------------------------- <br />• 900.24 (1) -Include table illustrating minimum dimensions for parking <br />stalls and drive aisles. <br />• 900.24(2)(a) -Include that expansion of parking areas need to comply with <br />City requirements. <br />• 900.24(6)(d) and (e) -Include two statements relative to public safety and <br />emergency access. <br />• 900.24(7) -Remove last paragraph and summarize with Section 900.24(8) <br />Demonstrated Parkin <br />• 900.24(9) -Include that all off-street parking areas must have a paved <br />surface. Exceptions to this are agricultural uses and other unique <br />situations such as location or type of business. <br />• 900.24(10) - Include a standard for concrete curb and gutter along with <br />various exceptions to this improvement. <br />• 900.24(11)(1) -Delete all reference to requiring a certain number of <br />loading berths based upon use of the building. <br />• 900.24(12) -Amend some minimum parking requirements for various uses <br />as well as including some uses and their minimum parking standards. <br />• 900.24(12) -Include guidelines for providing handicap-accessible parking. <br />• 900.24(13) -Amend this section to include overhead doors and delete trash <br />removal area. Standards for trash removal will be included under a <br />. separate section. <br />This is just a brief overview of some of the major amendments that are <br />proposed. Other changes included in this amendment will be elaborated <br />upon at Monday's meeting. If the City Council has specific questions that <br />may require additional research, please feel free to contact me prior to <br />Monday's meeting so that information can be provided. <br />Staff has collected a considerable amount of information from other <br />communities as well as utilizing the following to prepare the proposed code <br />amendment: <br />• Parking Generation Report from Institute of Transportation Engineers <br />• Transportation Engineering -Planning and Design <br />• Planning Advisory Service Report Number 432 - Off-Street Parking <br />Requirements. <br />RECOMMENDATION <br />It is recommended that the City Council approve Ordinance 95-_, <br />amending Section 900.24 of the Zoning Ordinance relating to parking and <br />• loading requirements. <br />s:council:oa94-4 <br />
