Please see the attached 1/30/95 memo from <br />728 Area Recreation Coordinator Jeff Asfahl on this planning worksession. <br />This memo indicates that the Board is requesting input from member <br />communities on relevant City issues so that the Board can adequately plan <br />• for the future. In this regard, the Council may want to indicate to the Board <br />some of the discussions that we have had recently regarding the development <br />of fields for youth recreation activities. There needs to be an adequate <br />number of fields not only in Elk River, but also in surrounding communities <br />in order for this responsibility to be shared equally among member <br />communities. Other possible areas of discussion for the Board as it relates to <br />Elk River, is our desire to have more administration time from the <br />Coordinator to assist the City in its administration of Park and Recreation <br />activities; the desire of the City to use more of the Coordinator's expertise in <br />the development of the City's park and trail system; and the desire to have <br />the Coordinator attend the monthly City Park and Recreation Commission <br />meetings and periodic City Council meetings. <br />The City finances over 50 percent of this 728 Area Recreation Program and <br />there is sometimes a question about whether or not Elk River is getting 50 <br />percent of the benefit from this program. As the City grows, so do our Park <br />and Recreation needs and it is logical to assume that we will need more <br />expertise and assistance from this organization to help guide the City in our <br />park and recreation development. <br />• <br />13065 Orono Parkway • P.O.
