• Sherburne County Engineer's office has been notified of this request and they <br />do not request any additional right-of--way be added to the subdivision. <br />N <br />The 2.67 acre parcel (Parcel A) has a wetland located in the middle of the <br />parcel. Please njote the attached site plan for the wetland area. There <br />appears to be ade~uate room to construct a house and show 2 septic locations <br />without impacting the wetland. However, in an effort to protect the wetland, <br />staff is recomme ,ding that a drainage and utility easement be applied over <br />the wetland area'',to protect this site. In addition, the easement will send a <br />clear message to Future owners of the property that a wetland or "unusable" <br />area is present. Both Parcel A and Parcel B are, for the most part, open with <br />very few trees associated with either parcel. Therefore, a tree protection plan <br />is not necessary w,`ith this proposal. <br />The Park and Recreation Commission reviewed this proposal at their March <br />8, 1995, meeting end recommended a cash payment of $450.00 be added as a <br />condition of approval. <br />• Surface Water ll~anagement Impact Fee <br />In order to remain consistent with past administrative subdivision requests, <br />a surface water management impact fee of $61.80 for parcels without city <br />services should al~o be a condition of approval. <br />Fees <br />Due to the fact th'~at both parcels are currently vacant the City does have the <br />option of charging park dedication fees and surface water management fees <br />on both parcels. ',The City has not done this in the past for administrative <br />subdivisions where a home is located on one of the parcels, however, the <br />option does exist if the Council feels it is warranted due to the fact that both <br />parcels are vacant. <br />Staff recommends that the City Council approve the administrative <br />subdivision request by Art Peterson to divide a 18.96 acre parcel into a 16.29 <br />acre parcel and a ~~~.67 acre parcel with the following conditions: <br />C] <br />s:council:as95-02 <br />
