Box 490 <br /> Elk River, MN 55330 <br />ITEM 5.3_.. <br />RE: MAIN STREETIEVANS AVENUE INTERSECTION DRAINAGE <br />IMPROVEMENTS <br />Dear Council Members: <br />As you may be aware, the Sherburne County Board approved the City's petition to outlet <br />CIVIL ENGINEERING into County Ditch 10 at their regular meeting on Tuesday, March 7, 1995. Approval of <br />ENVIRONMENTAL this petition was necessary for the drainage improvements on both the east and west sides <br />MUNICIPAL of TH 169. Plans and specifications for the improvements on the east side generally <br />NNING draining the County Road 12/13 area have previously been prepared and bids opened. 't'hat <br />~IOwASTE contract was awarded contingent on this final petition approval; therefore, that project is <br />sTRUauaAE ready to move forward. <br />SURVEYING <br />TRAfF"~ The plans and specifications for improvements on the west side, which consist of the <br />TRANSPORTATION draining of the Main Street and Evans Avenue intersection easterly to County Ditch 10, <br />have not been authorized at this time. Previously, a study was prepazed indicating how this <br />ELECTNICAE/MECHANICAL <br />ENGINEERING: drainage could be accomplished, but no plans were authorized due to the need for the <br />HVAC petition from the County. Since this petition has now been approved, the City is at a point <br />PowER rnsTRleurloN where you can move forward with these improvements at this time. Therefore, attached <br />SCADA for your consideration is a resolution which would authorize the preparation of plans and <br />SYSTEM CONTROLS specifications for these drainage improvements.. <br />Steve Rohlf has spent time over the last several months working with Mr. Earl Hohlen and <br />his attorney, John McGibbon, discussing the potential realignment of County Ditch 10 on <br />the Hohlen property. It appears that Mr. Hohlen is prepared to provide the City with <br />easements and all other necessary cooperation to accomplish these improvements. If the <br />City Council adopts the attached resolution authorizing plans and specifications for these <br />improvements, we would be prepazed to continue negotiating and working with Mr. Hohlen <br />to get the realignment of County Ditch 10 accomplished on his property. Once these <br />offlcES 1N: negotiations have proceeded to the point where we have a deal to present to the City <br />INNEAPOLIS COUrICII, we would come back with the specifics for City Council approval. <br />~RK)R LAKE <br />sT.
