~+~/ <br />City of <br />Elk -~ <br />River <br />REQUEST FOR ACTION <br />To Item Number <br />Ci Council 7.10. <br />Agenda Section Meeting Date Prepared by <br />Administration December 17, 2007 Lori ohnson, Ci Administrator <br />Item Description Reviewed by <br />Update on Joint Planning Boards <br /> Reviewed by <br />Action Requested <br />Request direction on how to proceed with proposed joint planning board. <br />Background/Discussion <br />Earlier this fall, the City Council requested that we initiate conversations with Big Lake Township and <br />Livonia Township about the possibility of forming joint planning boards. The result of those <br />conversations is that Big Lake Township is interested in explaring the possibility of forming a joint <br />planning board. Councilmember Motin met with the Livonia Town Board and everyone agreed that the <br />best option for coordinating planning efforts between Livonia and Elk River was to work at a staff level <br />instead of through a joint planning board. <br />If the council is still interested in working with Big Lake Township on a joint planning board, I suggest <br />the council appoint one or two councilmembers to meet with Big Lake Township board supervisors to <br />further discuss this. <br />As you may recall, the joint planning board would be made up of an equal number of representatives <br />from the county, township, and city. The City would be required to provide the staff to review all of the <br />information coming before the joint planning board unless the other governmental units agreed to <br />provide that service. <br />Financial Impact <br />There is no financial impact to discuss the possibility of a joint planning board; however, entering into a <br />joint planning board may require the City to provide staff for reviewing land use controls within the two <br />miles of Big Lake Township covered by the joint planning board. <br />Attachments <br />^ Minnesota Statute X462.3585 <br />ACtlon Motion by Second by Vote <br />Follow Up <br />S:\Council\Lori\2007\Joint Planning Board update 12 17 07.doc <br />
