REQUEST FOR ACTION <br />To Item Number <br />Ci Council 3.7.* <br />Agenda Section Meeting Date Prepared by <br />Consent December 10, 2007 Lauren Wipper, Human Resource <br /> Re resentative <br />Item Description Reviewed by <br />Resolution Adopting 2008 Compensation Plan for Non- Lori ohnson, Ci Administrator <br />Organized Employees Reviewed by <br />Action Requested <br />Approve the attached resolution adopting the 2008 Compensation Plan for Non-Organized Employees. <br />Background/Discussion <br />The majority of the Compensation Plan is unchanged for 2008. The City Council previously acted on the <br />2008 Flexible Benefits Plan Contribution and Health Savings Account match, which is included in the <br />Insurance Benefits section of the Plan, and the proposed budget includes the three percent cost of living <br />adjustment. Because of this, the Compensation Plan has been put on the consent agenda; however, if <br />you would like to discuss it or would like a presentation on this plan, please pull it off the consent agenda. <br />Pay and pay progression for Ice Arena Concessions, Hockey and Skating Academy positions is being <br />added to the Compensation Plan to formalize past practice. As with other seasonal, temporary, and most <br />part-time positions, these positions do not fall within the city's pay plan. The pay rates and progression <br />recommendations are consistent with similar positions of the city and have been reviewed by Arena <br />Manager Rich Czech and Parks and Recreation Director Bill Maertz. <br />Due to recent organizational changes in the Public Works Department, Public Works Director Terry <br />Maurer requested the ability to have employees in Laborer positions assist with snow plowing. To <br />accommodate this we have added an Out of Class Pay provision for employees assigned to snow plowing <br />who do not perform snow plowing as part of their regular job with the City. Although the 2008 <br />Compensation Plan is effective January 1, 2008, we are recommending this provision provide Out of <br />Class Pay starting at the beginning of this snow plow season. The snow plowing duties that would be <br />performed are consistent with those of the Street Maintenance I position. Employees who fall under this <br />provision will be paid at pay grade 5 for the hours they perform snow plowing which is the pay grade for <br />the Street Maintenance I position. This provision is written so that it will accommodate any employee <br />assigned to this special duty. <br />Financial Impact <br />Costs associated with the Compensation Plan are included in the proposed 2008 budget. <br />Attachments <br />^ Resolution <br />^ Proposed 2008 Compensation Plan fox Non-Union Employees <br />
