Mr. • <br />Potvin was present to provide goals for the stores, as well as outlining future profit uses for <br />other city departments. <br />MOVED BY COUNCILMEMBER GUMPHREY AND SECONDED BY <br />COUNCILMEMBER FARBER TO APPROVE THE TRANSFER $9,500 FROM <br />THE MUNICIPAL LIQUOR FUND TO THE ICE ARENA FUND FOR A <br />ZAMBONI BATTERY REPLACEMENT. MOTION CARRIED 5-0. <br />B. General Funds <br />Ms. Johnson provided the council with a handout outlining the general fund budget <br />adjustments, and to prepare for the truth in taxation hearing scheduled for December 3, <br />2007. The council concurred with the adjustments. Mr. Simon also provided a capital <br />improvement plan for the council to review. <br />9.3. Gravel Mining Hours <br />Ms. Haug presented the staff report and was available to answer questions from the council. <br />Councilmember Farber asked at what time Tiller was allowed to start operations in the <br />morning. <br />Ms. Haug stated 4 a.m. and clarified that the only time the city can amend hours of <br />operation would be through a CUP renewal. • <br />Councilmember Gumphrey requested the ordinance be changed to allow for hours on <br />Saturdays to be from 8 a.m. to 4:30 p.m. instead of allowing a 12 hour day. <br />Ms. Haug stated this could be achieved through the CUP renewal process. <br />Councilmember Zerwas requested that Ms. Haug and other staff hold discussions with <br />gravel operators, and Ms. Haug agreed to setup these meetings. Ms. Johnson stated they will <br />draft an ordinance with these changes after these meetings. <br />9.4. Landfill Update <br />Staff provided an update to the council on the landfill. Ms. Johnson stated they haven't <br />received a written request for expansion from the landfill but one is expected. The intent <br />tonight was to inform the council of the process the city would go through if an expansion <br />request is received. <br />Ms. Haug said the State of Minnesota granted approval on the Environmental Impact <br />Statement, which states that everything is environmentally fine; the state will then draft a <br />permit for this expansion. The city must also grant approval. Staff explained that a <br />comprehensive plan amendment needs to be approved as the land is guided for gravel <br />mining. If the council approves the rezoning, the license and conditional use permit would <br />be the next items requiring counal approval. Sherburne County will also need to act on <br />granting a license if the city rezones the property. • <br />
