REQUEST FOR ACTION <br />To Item Number <br />Ci Council 6.4. <br />Agenda Section Meeting Date Prepared by <br />Administration December 3, 2007 Ter Maurer, Public Works Director <br />Item Description Reviewed by <br />Feasibility Report Regarding Quiet Zone Study Along Lori ohnson, Ci Administrator <br />Burlington Northern Santa Fe (BNFS) Rail Line Reviewed by <br />Action Requested <br />Staff is looking for direction on how to proceed on the railroad quiet zone feasibility study. <br />Background/Discussion <br />Earlier this spring, City Council authorized preparation of the attached feasibility study of quiet zones <br />along. the BNSF rail line through the City of Elk River. In preparing this feasibility study, meetings were <br />held with representatives of BNSF, Federal Railroad Administration (FRA), and MnDOT. At one of <br />these meetings, a field visit was made to each of the rail crossings within the city. At Monday's Council <br />meeting I will have a brief power point presentation to discuss the major issues involved in the quiet zone <br />feasibility study. I will then be looking for City Council direction on how to proceed. <br />Financial Impact <br />There is a substantial financial impact to the city for construction of these quiet zone crossings. There is <br />no funding available from BNSF. We have also been informed by the Sherburne County Public Works <br />Director that Sherburne County will not participate in the funding of quiet zones at their three crossings <br />within the city.
