It should be noted that since this is acity-initiated project, adoption of the <br />resolution will require afour-fifths vote of the City Council. <br />Background/Discussion <br />In even-numbered years, the city has typically undertaken an assessable bituminous overlay project on <br />some of the older streets in the community. The purpose of these improvements is to extend the life of <br />these streets before they deteriorate to a point where reconstruction is the only option. With our new <br />ICON pavement management software, we have been able to enter in the last 15 years of bituminous <br />overlays. With this information, together with Phil Hals and Mark Thompson of the Street Division, we <br />have come up with a recommendation for the 2008 assessable overlay project. The city has also tried to <br />pave some of the remaining gravel roads in the city with each overlay project, in an effort to eliminate all <br />gravel roads within the city. The attached map shows the recommended roads to be considered for the <br />feasibility study along with the recommended gravel roads to be considered paved with this project. <br />Financial Impact <br />Generally, there is little or no financial impact to the city, as 100 percent of the construction and <br />overhead costs has been assessed to the benefited properties. The Street Division will spend some time <br />preparing the roads to accept the overlay and finishing shouldering and other minor work after the <br />overlay.
