Park Dedication Fee <br />Staff is recommending a five percent increase across the board on residential, commercial <br />and industrial development. This increase is intended to keep pace with the price increases <br />of steel and oil. Oil prices impact the cost of grading, and paving trails, parking lots, and <br />basketball and tennis courts. Steel prices impact the prices of playgrounds, coart accessories <br />and fencing for backstops on ball fields. The 5-year park dedication capital budget includes a <br />$795,000 balloon payment for Pinewood Golf Course. <br />Parking Fines <br />Parking fines were increased to reflect the changes in court minimum fines for judicial <br />action. <br />Sanitary Sewer User Fees <br />At the November 5 worksession, CouncIl reviewed the sanitary sewer study and reviewed a <br />four percent increase to fund operation. <br />Sewer Availability Charge (SAC) <br />At the November 5 worksession, CouncIl reviewed the sanitary sewer study and reviewed a <br />five percent increase in SAC charges to fund future expansion of the treatment plant, which <br />will be flow driven. <br />Sexually Oriented Businesses <br />The city currently is not requiring a fee fox the licensing of these types of businesses. City <br />code states a fee should be set. <br />Surface Water Management Fee <br />Per Resolution 94-110 this fee shall increase three percent on an annual basis. <br />Zoning/Planning Applications <br />This three percent increase in zoning application fees is due to postage, publication, and <br />personnel costs. This alleviates the need to have a larger percentage increase every 5 years. <br />Staff also suggests a new process fee be implemented for concept reviews by City Council. It <br />appears the re~riew of concept plans is a valuable tool in the development process. The two <br />fees proposed axe fox Policy Plan Review ox Concept and Layout Plan Review. A Pohcy Plan <br />Review is a request taken to the Council for a potential policy change and no review or <br />analysis is completed by staff.
