Prior to the effective date of withdrawal a notice of with~awal may be <br />rescinded at any time by a Member. If a Member withdraws before dissolutiot of the <br />Commission, the Member shall have no claim againu the assetr of the Commissiot. A Member <br />withdrawing after October I S shall be obligated to pay iu emire comn'bution fa the atwing <br />year as outlined in the budget of the Commission for the ensuing year. <br />Sectiai 3.
