Item # 5.3. <br />ver <br />MEMORANDUM <br />TO: Mayor and City Council <br />FROM: Lori Johnson, City Administrator <br />DATE: November 5, 2007 <br />SUBJECT: Parking Permit Options and Resolution Approving Limited Use <br />Permit <br />At the October 8, 2007, City Council meeting, the Council directed staff to come back with <br />recommendations on overnight parking and snow removal in the King Avenue parking lot. <br />Attached is a memo from Chief of Police Jeffrey Beahen, Community Development <br />Director Scott Clark, Street Superintendent Phil Hals, and Public Works Director Terry <br />Maurer, outlining two options fox the City Council to consider. Also attached is a memo <br />from Terry Maurer that discusses the methodology staff will use to conduct future parking <br />counts, improvements to the north Highway 10 parking lot, and the Limited Use Permit for <br />use of the north Highway 101ot. <br />Please review Chief Beahen's memo for the two options staff has developed to allow for <br />overnight parking in the King Avenue lot and to accommodate snow removal during snow <br />events. The memo includes the proposed ordinance language changes needed to implement <br />both options. Staff will be present to go over the options in detail and explain how signing <br />may change and how snow removal may be affected by either of these options. <br />Further, at the October 8 meeting, the City Council requested that quarterly parking counts <br />be taken. Terry Maurer researched parking study methodology and has a recommendation <br />for the Council on the method to be used for the counts along with a proposed timeframe in <br />his memo. Also in his memo is the estimated cost for improving the Highway 101ot. These <br />improvements will help pedestrian movement to the signal, better define the parking, <br />improve the looks of the lot, and improve safety by moving the access. <br />Finally, the parking study included a list of 16 recommendations. Many of these are ongoing <br />items such as, monitoring parking usage, reviewing parking finances, and review of future <br />parking options including purchasing land or constructing a ramp. Some of the other <br />recommendations have already been implemented or are in the planning stages such as <br />intersection and pedestrian improvements to Jackson and Main, improvements to the north <br />Highway 101ot, appointing the Public Works department to oversee parking, and <br />
