Item # 5.2. <br />ver <br />MEMORANDUM <br />TO: Mayor and City Council <br />FROM: Rebecca Haug, Environmental Administrator <br />DATE: October 8, 2007 <br />SUBJECT: Garbage Hauler Hours of Operation <br />The City of Elk River licenses all garbage haulers on a yearly basis. The city licensed 18 haulers in <br />2007. Under the city code, Chapter 58, Solid Waste, Scc. 58-64. Collection prohibited during <br />certain hours; no refuse collection shall take place before 6:00 a.m. or after 7:00 p.m. of any day. <br />The city also has an organized residential collection program which began in November 1990. <br />The pxexnise behind having the organized collection is to offer the residents a better rate, safer <br />roads and continuity in services. The contracts between Randy's Sanitation and Allied Waste fox <br />the organized collection were renegotiated in February 2007 to be extended to December 2012. <br />Both of these contracts state that "All collection service shall be conducted between the hours of <br />6:00 a.m. and 7:00 p.m., Monday through Friday, except when an emergency shall exist, at which <br />time the contractor shall notify the city of such emergency conditions. The contractor may <br />perform collection services on Saturday when a holiday falls on a weekday." Below is a list of <br />various communities with their hours of operation for their organized collection programs: <br />• Champlin 6:00 a.m. - 6:00 p.m. <br />• Minneapolis 6:00 a.m. - 6:00 p.m. <br />• New Hope 6:00 a.m. - 6:00 p.m., Monday -Friday, 9:00 a.m. - 9:00 p.m., <br /> weekends and holidavs <br />• Crystal 6:30 a.m. - 6:30 p.m., Monday -Friday, Sat. 7:00 a.m. - 6:30 p.m. <br />• Brooklyn Centex 6:30 a.m. - 8:30 p.m., Monday - Friday, Sat. 7:00 a.m. - 6:30 p.m. <br />• Brooklyn Park 6:30 a.m. - 8:30 p.m., Monday - Friday, Sat. 7:00 a.m. - 6:30 p.m. <br />• Maple Grove 6:30 a.m. - 8:30 p.m., Monday - Saturday <br />• Dayton 7:00 a.m. - 9:00 p.m., Monday - Friday <br />If the Council chooses to change the hours of operation, the contracts fox the organized <br />collection will need to be renegotiated and prices may be changed due to the haulers needing <br />additional trucks ox additional days to be in the city. The city will also have to do an ordinance <br />amendment and inform the other licensed haulers in the city of the change. Another option <br />
