<br />3. The eXlsting residence be allowed to remain provided that the occupants are <br />employees of Plaisted Companies or JT Land Company and their job is that of <br />caretaker of the mining pit and or production facility. <br />4. Screening shall be provided along the east property line, between the facility and the <br />adjacent residence. <br />S. Downcast building lights only, no other site lighting is allowed. <br /> <br />Public Comment <br /> <br />Public comment was received noting concerns with the noise, hours of operation, and dust that were all <br />part of the business. There are two property owners primarily affected, both were in attendance at the <br />meeting, in addition to a renter of one of the properties. One of the property owners provided <br />information that suggested that sandblasting operations be located in a controlled environment. A copy <br />of this information is attached. <br /> <br />Other residents commented on the general noise that is a part of the sandblasting operation. <br /> <br />Planning Commission Discussion <br /> <br />The Planning Commission received the public comments, and discussed appropriate conditions to <br />protect the adjacent residents. Although not a part of the recommendation, the Commission suggested <br />that the hours of operation be consistent with those hours recently imposed on Tiller (7-7 M - F, and 7- <br />Noon on Saturday) The Commission also discussed moving the operation to another location within the <br />site, but ultimately required an enclosure and necessary modifications to ensure the operation meets or <br />exceeds regulatory standards. <br /> <br />OSHA publishes Minnesota Noise Standards for residential areas, establishing allowable noise levels for <br />residential areas. These levels are measured at the property line near residences, and are as follows: <br />Daytime (Minnesota standards defme daytime as 7 a to 10 p) 6S decibels, and nighttime is SS decibels. <br /> <br />Attachments <br /> <br />.
