F.l '' <br />l~ticr <br />Downtown Parking Study <br />Appendix 1 -Study Scope <br />Phase 1- Existina and Future Parkins Conditions <br />Task 1- Review Existing Data. Review pertinent parking and traffic studies, master <br />plans, statistical data, annual reports, base maps, etc. provided by the City. <br />Task 2- Initial Meeting. Meet with City officials to clarify study objectives, confirm <br />the study area, and to discuss the work plan and study schedule. We will also <br />walk/drive the study area in order to develop afirst-hand understanding of the <br />parking and traffic systems. <br />Task 3- Verification of Parking and Review of Policies. Verify the inventory of the <br />current parking supply by type, allocation, restrictions and rates. Parking polices <br />will be reviewed to determine if they restrict the maximum usage of the parking <br />supply. <br />Task 4- Interviews. Interview key property and business owners, developers, <br />organizations, and City staff to determine key parking issues and concerns, <br />determine and probable future development activities. It is anticipated that the <br />City will identify the persons to be interviewed and will set the meetings to be <br />conducted over the course of a single business day in conjunction with another <br />scheduled visit to Elk River, ideally following the start up meeting. <br />Task 5- Parking Surveys and Existing Parking Conditions. Prepare and coordinate <br />parking occupancy surveys to be completed on an hourly basis for the parking <br />within the study area. The data on parking occupancy will be adjusted as <br />necessary to reflect conditions during a normally busy period downtown and <br />compared to the effective parking supply. Parking demand ratios will be <br />developed by land use category for the downtown area. This analysis of existing <br />conditions will provide the base from which future parking conditions can be <br />determined. <br />Determine parking duration and turnover for all marked on-street spaces and <br />City controlled off-street spaces within the study area. We will perform a turnover <br />survey of parked vehicles on an hourly basis. From the data, we will determine <br />the following: <br />1. The number of vehicles parking on street. <br />2. The average parking duration. <br />3. The average turnover of each space during the survey period. <br />4. The number of short-term parkers (3 hours or less) versus long- <br />term parkers (more than 3 hours). <br />5.
