El <br />~Livcr <br />Downtown Parking Study <br />areas. As stated previously, there is currently enough unused <br />parking to accommodate projected parking needs. Changes in <br />the mix of businesses downtown (evening and daytime, retail and <br />office, etc.) and any new construction should trigger the need to <br />re-evaluate the parking supply and demand. <br />• Develop a parking marketing program to include information for <br />downtown visitors and businesses. Create downtown parking <br />maps, detailing on-street and off-street parking supplies. Include <br />downtown parking information on the City of Elk River website, and <br />encourage other downtown organizations to include parking <br />information. <br />• Create and utilize lines of communication between the city and <br />downtown businesses concerning parking issues. <br />• Conduct an update of the parking inventory and occupancy <br />surveys contained in this report. These counts should be updated <br />as necessary (when new developments occur), and updates <br />should be conducted annually at a minimum. <br />• Should average short-term parking duration begin to exceed <br />posted time limits, additional steps will be necessary to deter <br />excessive length of stays. These steps could include vigorous <br />parking enforcement or a combination of vigorous parking <br />enforcement and paid parking. <br />• Develop a system to monitor on-street parking turnover through <br />periodic duration/turnover surveys and community "policing". <br />Develop a notice that can be placed on vehicles by business <br />groups to remind them of the two-hour time limits. <br />• The surface parking lots north of Highway 10 should be enhanced <br />to encourage downtown employees to use the lots in order to <br />keep more of the convenient parking open for visitors. The costs <br />associated with surface lot improvement or construction is far less <br />than parking garage construction. The city should ensure all <br />surface options are explored prior to moving forward with parking <br />structure designs. The phased transition to a parking structure by <br />constructing a surface lot on the site of the HRA owned buildings <br />and the Elk River Meat Market would help delay the construction of <br />a parking structure. <br />September 2007 <br />Carl Walker, Inc. <br />45 <br />
