Elk -: -~ <br />River <br />Downtown Parking Study <br />• Budgeting and Planning Cycles -Because of the high costs associated <br />with the development of new parking resources, and the lead-time <br />required for design and construction of new facilities, parking budgets <br />can benefit greatly by the development of extended budgeting and <br />planning cycles. <br />In summary, Parking Principles add value in two primary areas: <br />1. Establishing a set of approved operating guidelines, which help define <br />the role and relationships of parking within the larger city government <br />and the downtown community. <br />2. Emphasizing the importance of planning for parking. <br />Establishing a set of "Parking Principles" for the City of Elk River is just one <br />opportunity for improving the way downtown parking is perceived. Using this <br />approach as a first step to parking management can build recognition and <br />increase respect and support for downtown parking goals and operations. Carl <br />Walker recommends that the City of Elk River create and approve a set of <br />guiding parking principles.
