Elk w~
~vcr
Downtown Parking Study
Turnover and Duration
Appendices 2 and 3 also summarize the turnover survey. Average turnover is the
number of different vehicles observed during the specified time frame divided
by the capacity of the lot or block face. Turnover and duration data provides
an indication of whether spaces are being used for short or long term parking. In
addition, turnover and duration data indicates if there is a relative compliance
with posted time restrictions. However, turnover calculations must be used with
care especially in lightly used spaces. An empty space is obviously "not turning
over".
The turnover rates for the on-street spaces along Main Street ranged from 1.3 to
3.6. The higher rates, as expected, were in the higher demand Blocks 2 and 3. It
means that the average space on Blocks 2 and 3 was used by at least 3.2
different vehicles during the survey period. Jackson Avenue had a turnover rate
of about 3.9 during the study period. The King Avenue Lot and the City Lot
across Highway 10 had lower turnover rates. The conclusion from this data is that
the short term on-street spaces were used as intended.
September 2007
Carl Walker, Inc.
7
