City of Elk River <br />REQUEST FOR COUNCIL ACTION Item Number <br />5.2. <br />Agenda Section Meeting Date Prepared by <br />Administration September 17, 2007 Catherine Mehelich, Director of <br /> Economic Develo went <br />Item Description Reviewed by <br />Review Downtown Parkin Stud Lori ohnson, Ci Administrator <br />Action Requested <br />Following a presentation of the Downtown Parking Study by Bill Surna, Parking Specialist/Studies <br />Specialist for Carl Walker, Inc., the City Council is asked to provide staff direction and consider <br />acceptance of the following items: <br />1. Agreement on the key findings of the Parking Study including: <br />a. That existing parking supply is sufficient to support the projected demand including <br />full occupancy of the new developments, assuming all current management practices <br />remain the same. <br />b. That a parking ramp structure is not needed at this time but should be considered <br />with future development. <br />c. That more cost effective solutions may be considered, including design <br />enhancements and management practices, to extend the capacity of existing spaces. <br />2. Direction on whether or not the north of Hwy 10 parking lots should remain "in play" <br />to accommodate current and future parking. <br />3. Direct staff to proceed with the Recommendations (page 44-46). <br />4. Direct staff to refine the Suggested Downtown Parking Guiding Principles (page 38) for <br />future review and approval by City Council. <br />5. Direct staff on how to proceed with current parking regulations and permitting system <br />for both downtown employees and residents (see Police Chief Beahen memorandum). <br />Background/Discussion <br />At its April 9, 2007 meeting the City Council authorized staff to expedite the process for completing a <br />study on the feasibility of a downtown parking ramp. In addition, it was briefly discussed by the Parking <br />Focus Group and at the City Council meeting that an accurate analysis of the current and future <br />downtown parking demands may best be conducted by an outside agency with greater expertise, rather <br />than basing recommendations and decisions. on public perception of parking supply and demand. <br />At its May 14, 2007 meeting the City Council accepted the proposal from Carl Walker, Inc. Parking <br />Specialists to complete an independent study which would achieve the City's objectives to: <br />• Identify current and future parking demands <br />• Identify alternative parking management solutions <br />• Conduct a parking ramp analysis including timing, sizing, issues and estimated costs <br />'The attached Study completes the objectives. as directed.
