<br />City Council Minutes <br />August 13, 2007 <br /> <br />Page 3 <br /> <br />e <br /> <br />CounciJmember Motin indicated that he is not inclined to set the deadline for this Friday <br />because he does not want to see the road have to be temporarily closed to allow for <br />construction and deliveries. CounciJmember Gumphrey concurred. <br /> <br />MOVED BY COUNCILMEMBER GUMPHREY AND SECONDED BY <br />COUNCILMEMBER ZERWAS FOR THE MAIN STREET FENCING AROUND <br />THE BLUFF BLOCK CONSTRUCTION AREA TO BE REMOVED NO LATER <br />THAN 4:00 P.M. FRIDAY, AUGUST 24, 2007. MOTION CARRIED 4-1. <br />CounciJmember Farber opposed. <br /> <br />The Council asked Ms. Johnson to notify them if the construction fence is removed prior to <br />this deadline. <br /> <br />CounciJmember Farber asked staff to get tentative dates for the fencing around the Jackson <br />project to be removed. <br /> <br />Chief Beahen stated that the contractors have indicated that the fencing will be removed <br />once the brick and the windows are complete and that he does not anticipate a problem. <br />Chief West echoed this comment indicating that he spoke to the job superintendent <br />regarding some necessary fence repairs and the indication was that the fence would be <br />removed soon. <br /> <br />5.1. Budget Discussions <br /> <br />A. Police Department <br /> <br />e <br /> <br />Chief Beahen reviewed the department's 2008 goals, requested staff additions, and capital <br />outlay requests. <br /> <br />Chief Beahen explained he would like the Council to consider adding a third juvenile liaison <br />officer this fall. He stated the liaison position will be filled through an internal reassignment <br />of a patrol officer. He noted that he spoke to the school district business administrator and <br />the indication is that the district will continue liaison funding as in the past. <br /> <br />MOVED BY COUNCILMEMBER FARBER AND SECONDED BY <br />COUNCILMEMBER ZERWAS TO AUTHORIZE THE INTERNAL TRANSFER <br />OF A FULL-TIME PATROL OFFICER TO THE JUVENILE UAISON <br />POSITION IN 2007. MOTION CARRIED 5-0. <br /> <br />Discussion took place on the addition of a new officer in 2008 to replace the one assigned to <br />the juvenile liaison position. The consensus of the Council was that they believe the addition <br />of an officer in 2008 is a priority but that no decision can be made until actual budget figures <br />are known. <br /> <br />B. Fire Department <br /> <br />Fire Chief Bmce West reviewed his goals for 2008. He noted that he has no staff addition or <br />capital outlay requests for 2008. <br /> <br />e <br /> <br />CounciJmember Gumphrey expressed concern with the amount of the city's contribution to <br />the Fire Relief Association. Discussion took place on the city's annual contributions and the <br />benefits and drawbacks of providing such contributions. <br />
