Dr. Martin Luther KingJr. Blvd. <br />St. Paul,MN 55155-1298 <br /> <br />Re: House File No. 421: Sale of Drug Paraphernalia <br /> <br />Dear Representative: <br /> <br />Speaking on behalf of the City of Elk River and its Councilmembers, I would like you to <br />know that the City of Elk River supports HF No. 421 with the exception of Section 3, <br />Subdivision 2, Possession Prohibited. <br /> <br />The City of Elk River seeks your help in prohibiting the sale of drug paraphernalia, a topic we <br />know has been before the House many times in the past. Items such as bongs, one-hitters, <br />hidden dugouts, etc, have no legitimate use. They can't be used to smoke tobacco, or more <br />accurately, would never be used for any legal use. They are designed, sold with the intent, and <br />possessed solely for the ingestion of illegal substances. <br /> <br />We urge you to help us keep these devices out of the hands of the public and endorse the <br />legislation needed to prohibit the sale of these illicit items.
