Dev. <br />Members of the Task Force: <br /> <br />Aug, ih 2007 <br /> <br />Please accept my thanks to those individuals who contributed their time and energy <br />into the work of developing the 20 year plan. I find it satisfying that volunteers can be <br />gathered to perform community services. <br />At the invitation of the city staff to comment on the plan, I shall accept the invitation. It <br />shall be done by several.letters for the city council, city staff and members of the task <br />force. <br />So I begin with two items. First, my reaction in receiving the city's letter and enclosed <br />map of July 6-07, and in like manner, the reactions of neighbors and friends subsequent <br />to their receiving the same letter and map. <br />Regressing to July 6th the mail arrived as usual. Upon reading the city's letter and <br />enclosed map I took a deep breathe and sat down. "My, my" I said to myself. This map <br />shows significant changes to several areas of the city and it is likely to have a serious <br />impact to many citizens. So the letter caught my attention and motivated me to seek out <br />more information. <br />In the days following, I took part in many conversations and listened to comments <br />from neighbors and friends. The map or maps triggered an aire of uncertainty and <br />questions. Whether or not it was a draft map it launched our neighborhood into a <br />defensive mode. <br />It was apparent the underlying current of unrest was that the city had made plans for <br />private property &I1d the owners were not afforded any input. So the door was closed and <br />the owners were denied what is commonly called the "democratic way". <br />In light of the heretofore statements, I can say with a degree of validity, it will be <br />difficult to find one soul in our area (Norfolk & Morton) who will endorse the city's plan. <br />Undoubtedly, this plan will require sacrifice to some residents and much, much more to <br />others. So it must be recognized the plan involves citizens and the element of human <br />behavior will be present and paramount. <br />Were this plan to be accepted and implemented the goals are numerous and <br />exceedingly weighty. It will obligate our city government for years and will add more <br />layers of expense to city budget. <br />Therefore I would urge the Task Force members to re-think the need of "radical change". <br />Since the open meeting of July 24- 07.
