Questions for the "Redevelopment Framework Plan" Committee.

Hwy 10
1. Is the committee looking at raising or lowering Hwy 10 as it goes
through Elk River? Are there any thoughts on a by pass? What do the
state hwy planners have in mind for the future of Hwy 10 through Elk
River?
2. Would the train tracks follow whatever is done with Hwy 10? Raise,
lower or bypass.
3. Where would the funds come from for this work?

Parks & Trails
1. I see on the Elk River Parks and trails map that there is a proposed
trail in my back yard. I understand that this map has been out for
approx. 1 year. No one has contacted me on this. Is there a planto
contact residents that appear to have land taken over by the city?
2. I want to know what the conditions are for the city to put a trail on a
utility easement?
3. I want to know what the city can do to take private property.
4. Has any thought been put to the existing wild life along the rivers and
this development of the river edges? Can this be done per state or
federal guidelines?
5. I am concerned about the security of my property along the river now.
If there were a trial system along the river wouldn't this make an easy
escape route for vandals & thieves?
6. Where would the funds come from for this work?

North ofHwy 10
1. Will the city be razing large areas of property for future
redevelopment as the market demands?
2. Has a study been done to see if the Elk River area can sUPl??rt more
businesses?
3. What is the average percentage of high density housing for the city the
size of Elk River?

Thank you,

Steve Kalvestran
