<br /> <br />MEMORANDUM <br /> <br />TO: Mayor and City Council <br /> <br />FROM: Terry Maurer, Public Works Director <br /> <br />DATE: August 13, 2007 <br /> <br />SUBJECT: Downtown Overlay and Intersection Geometric Improvements <br /> <br />Bill Maertz, Park and Recreation Director, Jeff Beahen, Police Chief, Scott Clark, <br />Community Development Director, Phil Hals, Street Superintendent, and I have been <br />discussing the potential need for improvements to Main Street and Jackson Avenue in the <br />downtown area, along with potential improvements that could be made to the geometrics at <br />the intersection of Main Street and Jackson Avenue to make the area much more pedestrian- <br />friendly. <br /> <br />As the Council is aware, we are nearing the end of three major building projects, which will <br />in total add several million dollars of investment to our downtown area. Main Street and <br />Jackson Avenue were last reconstructed in 1988. Through the building projects and other <br />instances, they have been open cut and patched, and are generally showing their 20-year age. <br />The staff mentioned above feels it is appropriate to discuss whether or not the city should <br />invest in an overlay and re-striping of Main Street from TH 10 to Lowell Avenue and <br />Jackson Avenue from Main Street to TH 10. In addition, we have been looking at potential <br />improvements to the intersection of Main Street and J ackson Avenue, which would make <br />the entire area much more pedestrian-friendly, along with extending the park features into <br />the intersection, tying in the north side. <br /> <br />I will have a brief PowerPoint presentation showing the various types of improvements that <br />could be made. I will have a recommendation from the staff mentioned above along with a <br />cost estimate and timing for an implementation strategy. <br /> <br />The City Council is requested to discuss and determine if there is a need for a downtown <br />overlay and intersection geometric improvement. If the Council feels that this entire <br />improvement or portions of it are appropriate, staff would request further action to <br />authorize bidding and preparations for implementation. <br />
