<br />Proposed Work Plan <br /> <br />Project Understanding <br />Barr Engineering Company (Barr) understands that the City of Elk River would like assistance to perform <br />the modeling, analysis, recommendations and submittals required to fulfill the Loading Assessment and <br />Nondegradation Report components of the City's MS4 NPDES Phase IT permit (Permit) with the Minne- <br />sota Pollution Control Agency (MPCA) by December, 2007. <br /> <br />Barr understands that the following sources of additional information will be available (most of it in GIS <br />format) for our use in completing the Loading Assessment analysis by contacting the staff at the City of <br />Elk River or the Sherburne County GIS department: <br /> <br />1. 1988 Land Use map (Arc View) <br /> <br />2. 1988 Zoning map (ArcView) <br /> <br />3. 2004 Land Use map (ArcView) <br /> <br />4. 2004 Zoning map C-ArcView) <br /> <br />5. 2007 Current Comprehensive plan <br /> <br />6. 2006 Aerial photos <br /> <br />7. Summary of platting that occurred in the City of Elk River between 1988 and 2004 and Present (Arc View) <br /> <br />We further understand that storm water runoff from the City of Elk River discharges to a segment of the <br />Mississippi River that is considered an Outstanding Resource Value Water (ORVW) and the MPCA will <br />require a Restricted Waters Assessment as part of our submittals. In addition, Elk River and Lake Orono <br />are on the MPCA's impaired waters list aQd the Nondegradation Report should discuss the potential im- <br />pacts that future discharges of storm water will have on the impaired surface waters in the City of Elk <br />Ri ver. <br /> <br />Project Approach <br /> <br />Barr intends to use our most recent experience to compile and evaluate the available data, develop and use <br />a modeling approach to address the Nondegradation loading assessment requirements of the MS4 Permit, <br />and prepare a Nondegradation Report that will guide future development in the city. As part of the Non- <br />degradation plan development process we will achieve the following: <br /> <br />· Easy collaboration with the other Selected MS4s <br />· Acceptance by the public and local water authorities <br />· Approval by the MPCA and the public <br /> <br />Barr Engineering Company <br /> <br />Page 5 <br />
