Qualifications

PREVIOUS EXPERIENCE

Wenck Associates, Inc. offers the City of Elk River our premier water resources nondegradation team
with over 60 years of successful experience addressing the water quality and regulatory issues of a
wide range of clients. We have demonstrated our leadership in water resource management by being
on the forefront of developing regulations; performing loading assessments and TMDL studies; and
developing water quality BMPs. In fact, Wenck has conducted more TMDL studies in the State of
Minnesota than any other company. This means that the Wenck Team has the expertise and
qualifications to provide more than technical excellence to your project. Our ability to deliver strategic
advice gives you real value in achieving your goal- a usable plan to guide future storm water planning
and development.

The following project examples highlight our experience with nondegradation plans and loading
assessments.

City Of Andover Nondegradation Assessment

Wenck Associates, Inc. is currently developing a
nondegradation assessment and report for the City of
Andover. One of the key tasks in the City's
nondegradation assessment is to coordinate water quality
activities already being implemented by the Lower Rum
and Coon Creek Watershed Districts within the City and
those that may be required as a result of the
nondegradation assessment. Since much of the
development in Andover has occurred under watershed
district rules, the rules of both watershed districts were
assessed relative to their effectiveness in maintaining or
reducing pollutant loads. Wenck is developing this plan
concurrently with the Coon Creek Watershed District Water Quality Plan in order to provide a cost
effective approach for the City and to coordinate activities that both the City and Watershed are
undertaking to address nondegradation. 0

Coon Creek Watershed District Water Quality Plan

Wenck Associates, Inc. is currently developing a nondegradation assessment and report for the Coon
Creek Watershed District. Wenck staff is using the P8 model to predict subwatershed loading based
on 1988, current, and future land use. Wenck GIS staff has incorporated the past, present and future
land use plans of each member city within the watershed district to easily compare land use changes
and impervious surfaces. The District rules have been assessed relative to their effectiveness in
maintaining or reducing pollutant loads. This effectiveness is then applied to the loading rates
predicted by the P8 model to determine if nondegradation is met.

T:\0598\OOINonDegradation Proposal\Qualifications.doc

..............Wenck
