In response, we
have developed a work plan to ensure that the report is submitted to the MPCA before
November 15th.

How We Will Meet Your Need:

We will meet your deadline by using a project team with over 60 years of experience in
engineering, natural resources, and water resources planning in the Twin Cities Metro
area. Your proposed project team has worked on nondegradation studies for other
municipalities and is therefore extremely familiar with the hydrology, water quality
issues, and planning necessary to deliver an outstanding product to the MPCA. The team
will include Jennie Ross as the project manager; Ed Matthiesen and Joe Bischoff as
QNQC; Jeremy Schultz and Andy Erickson as modeling specialists; Jordan Shuck as
GIS specialist; and.Diane Spector and Amy Denz as planning specialists (See the
Qualifications and the Organizational Structure sections of the proposal).

What You Will Get From This Report:

In addition to having your report submitted on time, you will receive four more important
benefits:

· Your report will be practical and easily understood. It will be developed
using the scientifically defensible EP A Simple Method. This model is a relatively
easy, standard area load model that uses event mean concentrations and runoff
volume to predict area-loading rates.

· You will receive a usable document. The Wenck approach will integrate the
loading assessment, stormwater management techniques, and planning to provide
you with a road map for future stormwater planning and development.

T:\0598\OOINonDegradation Proposal\Cover Letter.doc
