<br /> <br /> <br />BONESTROO HAS DEVELOPED MORE <br />THAN 30 INDIVIDUAL MS4 PERMITS <br />AND STORM WATER PoLLUTION <br />PREVENTION PLANs (SWPPP) TO <br />HELP COMMUNmES COMPLY WITH <br />REGULATIONS. <br /> <br />process for Minnesota communities and permitting agencies alike that <br />resulted in regulatory consistency. <br /> <br />United under Bonestroo's leadership, 119 municipalities were able to <br />effectively deal with complex environmental and regulatory challenges. <br />Our work on this project resulted in being awarded the Consulting <br />Engineers Council of Minnesota Grand Award for Excellence in <br />Engineering. <br /> <br />NPDes MS4 PERMIT AsSISTANCE-VARIOUS MINNESOTA COMMUNITIES <br /> <br />When the NPDES Phase II Municipal Separate Storm Sewer System (MS4) <br />Permit qualifiCations took effect in March 2003, the regulations affected a <br />large number of Minnesota communities. Since then, Bonestroo has <br />developed more than 30 individual MS4 permits and Storm Water <br />Pollution Prevention Plans (SWPPP) to help communities comply with the <br />regulations. Each community was required to develop Best Management <br />Practices (BMPs) under six broad categories referred to as minimum <br />control measures: <br /> <br />. Public education and outreach <br /> <br />. Public participation and involvement <br /> <br />. Illicit discharge detection and elimination <br /> <br />. Construction site runoff control <br /> <br />. Post construction site runoff control <br /> <br />. Pollution prevention/good housekeeping <br /> <br />We based our services on the steps set forward in, the LMC Guide Plan, <br />also developed by Bonestroo. Services included seif-assessment; <br />developing a list of existing BMPs; reviewing existing ordinances; selecting <br />appropriate BMPs; assembling a SWPPP; determining appropriate <br />measurable goals; filling in the gaps; and fir:lalizing the Permit Application <br />and SWPPP. <br /> <br />We followed the principle that BMPs and measurable goals must be <br />selected and written with care so commitments are attainable and SWPPPs <br />are legally defensible. To control costs while meeting the Permit <br />requirements, we helped our clients use existing programs to the greatest <br />extent possible. <br /> <br />WOODBURY, MN LOADING ASSESSMENT AND NONDEGRADATION REPORT <br /> <br />To a large extent, Bonestroo has defined how Loading Assessments and <br />Nondegradation Reports are completed, through our work on Woodbury's <br />project. This project was the one of the first where the MPCA was <br />substantively engaged in the practical considerations of the loading <br />assessment, such as runoff coefficients, pollutant loading rates, modeling <br />software and evaluation points. <br /> <br />We worked with the MPCA to define a reasonable number of evaluation <br />points for the Loading Assessment, and to agree on a modeling <br /> <br />-# Bonestroo <br /> <br />2 <br />
