TIMOTHY ANDERSON, P.E.
GIS Specialist

Experience

Tim Anderson has nearly 20 years of experience. He was originally hired at Barr
as a water resources engineer; through his work in that field, he came to
appreciate the value of GIS as a cost-effective tool to store data and perform the
analyses necessary for hydraulic and hydrologic modeling and planning. Tim has
worked almost exclusively with GIS for the last 14 years. He has extensive
experience using and programming GIS applications and managing GIS projects.
Examples of his experience include:

· Developing GIS databases for several Minnesota watershed districts and
water management organizations. Information used in these databases was
collected from a wide range of sources, including federal, state, county, and
municipal entities. Tim also developed pre-and post processors to surface-
water-flood and water-quality models, including SWMM and P8 models.
These interfaces enable the interactive display and interpretation of modeling
results.

· Reprojecting and evaluating historic aerial photography for Swede Hollow
and Phalen Creek in St. Paul, Minnesota. This work was used in developing
the Swede Hollow master plan.

· Developing pre-and post-processors to surface-water-flood and water-quality
models, including SWIvlM and P8. These interfaces enable the interactive
display and interpretation of modeling results.

· Utilizing global positioning systems (GPS) to collect lake-sampling data and
incorporate it into a GIS program for analysis and presentation purposes.
Developed an application to automate the reporting of macrophyte (lake
weeds) types and densities from the GPS data onto GIS mapping of lakes.

· Interpreting aerial photography, rasterizing overlays, and developing raster-
based layers wi'.th ArcView Spatial Analyst.

· Modeling the proposed removal of Rapidan in Blue Earth County, Minnesota,
with ArcView 3D Analyst. This effort included incorporating historic contour
data, soundings, CAD layers and USGS DEM data. The final product was a
before-and-after perspective view of the site.

· Developing an interactive GIS component for website of the Food and
Nutrition Service of the Minnesota Department of Children, Families &
Learning. The GIS part of the site employs Visual Basic, ESRI MapObjects,
ESRI MapObjects Internet Map Server, and Oracle 8.0.5 to improve customer
access to information. The roles that GIS serves on this site include:

Streamlining the determination of geographic eligibility of daycare
providers, centers, and other program recipients for programs that provide
reimbursement for meals, milk, and snacks served.

Barr Engineering Company
